NSW Searches For New Leadership Under EOI

This comes as Philip Crawford and Stephen Parberry prepare to step down later this year

The NSW Government has opened expressions of interest for the upcoming Chief Commissioner and Commissioner of the NSW Independent Casino Commission.

The NSW Government has begun seeking candidates to fill the top two posts at the state’s casino regulator, with expressions of interest now open for the next Chief Commissioner and Commissioner of the NSW Independent Casino Commission.

The move comes as the current officeholders prepare to step down later this year, bringing to a close a period that has seen the watchdog play a central role in the state’s post-inquiry casino reforms.

Philip Crawford and Stephen Parbery were both given fresh six-month terms in May, extending their appointments until 24 November 2026, after which they have said they will retire from public service.

The extension was intended to provide continuity while the government prepares for a handover, and the recruitment process is being run under the Casino Control Act 1992, including a selection panel and a probity adviser.

The NICC and Regulatory Inquiries

The NICC was created in September 2022 in response to the Bergin Inquiry, which called for tougher casino regulation and closer oversight in New South Wales.

Mr Crawford and Mr Parbery were founding members of the commission and had both already served on the Independent Liquor and Gaming Authority.

During their tenure, they helped steer the regulator through the Bell inquiries into The Star and through the transition of Crown Sydney to an unrestricted licence. Star Entertainment received two major penalties to its executives last month.

Their departure will mark the end of a formative period for the commission, while the government says the open recruitment process is designed to ensure an orderly transition.

“I thank Philip Crawford and Stephen Parbery for their service and leadership, particularly during a critical period for casino regulation in NSW”, said Minister for Gaming and Racing David Harris.
