Kangwon Land Faces Customer Receives 146 Loyalty Card Replacements

A similar concern was flagged in 2024

Kangwon Land is facing scrutiny over controls on its High1 loyalty cards after South Korean lawmakers said one customer received 146 replacements in 2024, per AGB. 

The cards can be used across the resort’s facilities and at participating merchants, giving them value beyond the casino floor.

Replacement Controls under the Microscope

Lawmaker Cha Gyu-geun said the operator had no clear cap on replacements or system to flag repeated requests. “If one person receives a new points card 146 times in a year, Kangwon Land should first examine why,” he said. 

Kangwon Land told Cha’s office that “card replacement records and misuse records were held in separate systems for privacy protection and could not be cross-checked.”

New Checks to be Introduced

The concern is that physical cards may be transferred to other players for cash, then used to keep gambling. 

Kangwon Land has faced similar criticism before: Newsis reported in October 2024 that it found 14 misuse cases in the first eight months of that year, including transactions without actual purchases.

The operator responded then by ending merchant contracts and tightening access, while earlier introducing mobile identity checks and an app-based payment option. 

In recent weeks, it was found that more than half of Kangwon Land Casino’s frequent visitors this year were aged 60 and above. From January 1 to September 15, the casino recorded 349,289 visitors, of whom 87,533, or 25.1%, were aged 60 or above when each individual was counted once.
