Goa High Court Orders Casino Drop-Off Curbs on Panaji’s DB Marg

Some vehicles have been reportedly stopping in No Parking zones when attending the casino points

Goa High Court

The Bombay High Court at Goa has ordered authorities to turn the stretch from the petrol pump near Panaji Residency to Panaji Church into a no-parking zone following congestion around casino points along Dayanand Bandodkar Marg.

According to local reporting, vehicles serving offshore casinos must now discharge passengers at a designated point near the Old Secretariat. The court has also asked for barricades and more zebra crossings with pedestrian signals to reduce unsafe road crossing.

The bench of Justice Valmiki Menezes and Justice Amit Jamsandekar said the city’s traffic problem, particularly in the evenings, was being worsened by casino-linked movement and indiscriminate roadside parking.

Court Seeks Faster Enforcement

According to the hearing, the judges were especially concerned about repeated violations near key junctions, where vehicles have reportedly been stopping in “No Parking/No Stopping” stretches and obstructing zebra crossings.

The court also wants CCTV systems upgraded so number plates can be captured more reliably, allowing officials to act against illegal parking and unauthorised drop-offs.

Enforcement across the board has continued throughout the year. In May of this year, the 2025 Promotion and Regulation of Online Gaming Bill came into effect in the country which has banned online real-money games (RMG).

The ban covers all games where users pay money in hopes of making money. It prohibits banks and payment providers from processing RMG transactions. Offenders face fines and up to five years in jail.
