Gaining Momentum

For the global gaming industry, few growth targets have been as alluring as the United Arab EmiratesThe Middle Eastern wealth, travel and business hub has historically been opposed to gambling due to its forbiddance under Islamic law. Those wrinkles have been ironed out, however, with the announcement of new projects like Wynn Resorts’ forthcoming casino resort in Ras Al Khaimah and the formation of the country’s first gambling regulator, the General Commercial Gaming Regulatory Authority.

Analysts project the market could become a multibillion-dollar gaming destination, in line with the likes of Singapore.

At the heart of the UAE’s gaming growth is Momentum, an Abu Dhabi-based technology company that secured the nation’s first lottery and iGaming licenses for two of its subsidiaries, The Game LLC and Play 971, respectively.

A key cog in Momentum’s success is Christina Hu, the company’s chief strategy officer. Hu has previous experience in consulting, tech and entertainment. This is her first foray into gaming, and standing up a new market has been both challenging and exciting.

“My role today sits at the intersection of regulation, technology and large-scale consumer entertainment,” says Hu. “We’re operating in a country opening its gaming market for the first time, which means we aren’t simply participating in a market—we’re helping shape it.”

Hu describes the emergence of the UAE gaming industry as “a rare and privileged opportunity,” in part because of the country’s “ambition, digital sophistication and regulatory discipline to support something world-class.” Her current role involves everything from government affairs to investor relations and communications, broader than any of her previous experiences.  

“I’m grateful to be surrounded by a team that prizes excellence and brings focus, ambition and deep expertise to an industry that is evolving at remarkable speed,” she says.

Her biggest priority for 2026 is “strengthening the long-term foundation of the UAE’s regulated gaming ecosystem,” of which Momentum is a big part given the lottery and iGaming licenses. Specifics include utilizing data in decision-making, building out new products and elevating “trust and performance” internally while also emphasizing corporate social responsibility.

“This next phase is pivotal,” Hu says. “Early decisions will shape the sector for years to come, and my focus is ensuring that growth and integrity scale together. The goal is not just to meet global standards, but to help set them.”

When it’s time to deactivate from work, Hu is an “unapologetic” fan of the Harry Potter universe. She also recently discovered a new interest in electronic dance music and festivals. This range of hobbies helps her “recharge and stay creative” in the midst of the breakneck pace.

“I consider myself lucky,” Hu says. “My personal interests are joyful and expressive and complement the energy and pace of my professional life.”
